When a levy is placed by the IRS, the IRS seizes your assets, including your money in the bank account or coming to you from a paycheck. The paycheck levy remains on your check until a levy release occurs or you have paid the tax debt in full. The IRS has the right to levy and will take your paycheck or bank account because the IRS wants its money owed now, whether you have the ability to pay the money or not.
